Expo 2025 will be a "sanctioned" international exposition under the rules of the Bureau International des Exposition (BIE).

The host of Expo 2020, the previous world's fair of this size, will be decided at the BIE's General Assembly by the end of 2013. The five bids for Expo 2020 were placed in 2011.

Paris has already officially bid for Expo 2025 starting a 6-month period which ends on 22 June 2017 in which other cities can put forth competing bids.

Paris, France bid for Expo 2025
 
 
On 22 November 2016, France officially put forth a bid to host a world's fair outside Paris in 2025. Paris previously hosted world's fairs in 1855, 1867, 1878, 1889, 1900, and 1937. A proposed bid for 1989 was not successful. Suburban Paris was awarded the right to host Expo 2004, but plans were canceled by new government leaders before it opened.

Manchester, UK bid for Expo 2025
 
 
After hosting the successful 2012 Olympics, the United Kingdom began a study to dermine whether it should bid for Expo 2025. In 2016, Manchester was chosen as the city that would perhaps bid for Expo 2025.

Host of Expo '70, Osaka, Japan may bid for Expo 2025. So far, most of the information has only been released in Japanese.

Baku, Azerbaijan bid for Expo 2025
 
 
Despite being a lesser-known and smaller country, Azerbaijan is looking to perhaps bid for a world's fair in 2025 in Baku. Given the city and country's stature in the world, it might seem better suited to host a smaller exposition of the kind that are held between the larger six-month expositions. Yeosu, South Korea originally bid for Expo 2010, but ended up winning the smaller Expo 2012. This might be an appropriate model for Baku.

So far, there have been no other media mentions of a Baku bid for 2025.

As Expo 2010 ended in Shanghai, talk had already begun in China for a second world's fair. There has been no known information about the status of this possible bid since 2010.

Efforts for a Houston bid for Expo 2020 have been repurposed with a look toward 2025. One main obstacle will be getting the United States to re-join the Bureau International des Expositions (BIE).

San Francisco Bay Area, California, USA
bid for Expo 2025
 
 
An extensive plan for a Silicon Valley exposition was proposed by the Bay Area Council, but efforts failed when they were unable to get the United States to re-join the Bureau International des Expositions (BIE) in time for the December 2011 deadline. These plans, are similar ones for the San Francisco Bay Area, could be resurrected for an Expo 2025 bid.

A non-profit organization is putting together plans for the South African government to bid for the first world's fair in Africa. The focus of this possible bid is likely to be Johannesburg, however there have been no public announcements of plans for a bid.

The Iran International Exhibitions Company plans to nominate Tehran for Expo 2025. No more news on this potential bid has been released since 2012, so this bid seems highly unlikely.

Rotterdam has abandoned its plans to bid for Expo 2025.

Toronto, Canada bid for Expo 2025
 
 
Having previously bid for Expo 2000 and nearly bidding for Expo 2015, Toronto political and business leaders started looking at Expo 2025 in 2012.

In 2012, federal political leadership originally promised to not only nix any bid efforts but pulled Canada out of the body that sanctions world's fairs, the Bureau International des Expositions (BIE)
.

In 2016, under the Trudeau government, efforts were underway to restore Canada's membership in the BIE and have Toronto bid for Expo 2025. However, local government officials have decided to cancel plans to bid for 2025 and instead look toward 2030 or a smaller "recognized" exposition in the 2027-2028 slot.
